In detail, "considering the persistence and worsening of the current health emergency situation and the need to adopt adequate measures to counter it and ensure the safe performance of activities", a decree of the Secretary of State, Cardinal Pietro Parolin, establishes in the Vatican the obligation of a Green Pass for all personnel (superiors, officials and auxiliaries) of the Dicasteries, Bodies and Offices of the Roman Curia and Institutions connected with the Headquarters, and extends to external collaborators and to those who in any capacity carry out activities at the same Bodies, to the employees of external companies and to all visitors and users.

The general decree, which enters into force immediately, provides that "staff without a valid green pass proving, exclusively, the state of vaccination against SARS CoV-2 or recovery from the SARSCoV-2 virus will not be able to access the workplace and must be considered unjustified absent, with the consequent suspension of pay for the duration of the absence, without prejudice to social security and welfare deductions, as well as the allowance for the family unit. The unjustified prolongation of the absence from the workplace will have the consequences foreseen by the General Regulations of the Roman Curia ”.

"Those who work in contact with the public from 31 January 2022 will only be granted the documentation proving the vaccination compliance with the administration of the booster dose after the primary cycle", he continued.

"Without prejudice to the checks entrusted to the Gendarmerie Corps - the new Decree still provides - each Entity is required to verify compliance with the requirements, establishing the operating procedures for organizing these checks and identifying the persons in charge of the assessment and contestation of breaches of obligations ".

As regards the Departments, "the competence in this regard lies with the Under-Secretaries". Furthermore, "the assessment of the elements for any exemption from obligations (...) is delegated to the Secretariat of State (General Affairs Section and, as far as it is concerned, the Holy See's Diplomatic Personnel Section), having obtained the opinion of the Directorate of Health and Hygiene ".

Finally, “are made safe any further restrictions that the competent Vatican health authorities will deem it necessary to dispose of people from countries with a high risk of contagion ".
